The Center adopts director responsibility system under the guidance of expert committee. Well-known public sector accounting theory research and practice professionals of both countries are hired to provide research institutions with routine academic advice, help research institutes develop work strategy and long-term planning, and offer professional consulting opinions for project research scheme, research content design and implementation process of research institutes.

The Center makes full use of the advantages and scientific research resources of DUFE, draws on advanced experience and technology of Australia in the field of public sector accounting, integrates extensive member resources of IPA and social forces, carries out researches on international public sector accounting, control and governance under cooperation with internationalized academic team, and focuses on addressing “internal control system construction and risk management methodology of international public sector” and other major issues. In the process of public accounting research, the Center launches academic activities, professional training, practical consulting and other related activities, and actively pools and cultivates the world-class high-end scientific research personnel who understand accounting systems of China and Australia and devote to public accounting research. On one hand, the Center offers policy suggestions for improving the public sector accounting system, financial reporting system and risk control and control method and promoting the implementation of internal control standards. On the other hand, the Center provides theoretical supports for upgrading management level and operating efficiency for public welfare affairs of enterprises, ultimately sets up a high-end internationalized platform committed to research and exchange of public sector internal control theory and practice, and successfully achieves organic combination of theoretical research, consulting advice and service practice.

Established in November 2016, China-Australia Center for Internal Control and Risk Management (hereinafter referred to as “the Center”) is jointly initiated and set up by Dongbei University of Finance and Economics (DUFE) and Institute of Public Accountants (IPA). With Chinese and Australian institutions of higher learning, well-known internal control and financial risk management experts of accounting practice sectors as backbone, the Center is a think tank-type institution committed to achieve internationalized collaborative innovation research under concerted efforts of manufacturers, universities, research institutions and users, pushing forward public accounting research cooperation between China and Australia, and solve international practical problems.
